Normal people can learn basics of Art through reading and following Regular art manuals.

Normal people artists with at least 5 years of drawing and Gifted Talented people can literally imagine themselves sketching something they are looking at, then they can redraw the stuff they saw earlier into some paper or digital canvas later.

Autistics can't learn anything without doing the thing repeatedly under strict discipline.

No, but if you're just doing nothing anyway, watching art streams is better than watching random unrelated videos. It keeps drawing at the top of your mind and might give you some ideas for things to try later.
But all the actual improvement comes from you moving the pencil across the paper, don't get it confused.
