You’re paying for a drawing. There’s no formal contract and it’s for personal, non-commercial use only. That’s how the vast majority of artists you see on social media operate. At the end of the day most of them are hobbyists.Most of the time the money isn't even that important.

As an artist on social media you get approached by fans who want to support artists, not businesspeople who just need someone to get a job done. Lots of people collect drawings of their OCs. You get a lot of repeat customers trying to snatch a slot whenever you open commissions.
