As an absolute beginner? I'd say no, because it focuses on more realistic (even if simplified) figures, and I think that'd filter you.
If you're above an absolute beginner, then I'd say go for it.
If you are a beginner, then it might be a bit of a meme, but Loomis' Fun with a Pencil is the best lead up into this book.

If you're looking for the best place to start drawing in a general sense, I always recommend Preston Blair's Cartoon Animation, since Fun with a Pencil can be full of rather ugly drawings (which can be demoralising), where as Cartoon Animation's drawings are all fun and pleasing to draw.

Yes, this and the Drawing on the Right Side of the Brain exercise book are great places to start. DotRSotB will treach you accuracy and HtDCtMW will teach you the basics of construction. From there copy some Morpho or Bridgman and you've got a solid foundation.

Great book, fun to draw from. Only problem is you need to know the basics of perspective and drawing forms so it's a good first figure book but not a day 1 beginner book. More like after you've practiced fundamentals for a few months
