It feels wrong to accept this largesse while other people will have to work longer hours to pay for it. Everyone would love to have more time for their interests. I know lots of people, rich and poor, benefit from handouts, and it's easy to look at this as just the way of the world nowadays. I wouldn't blame anyone for taking the money. But they can't give it to everyone, and you know it's probably going to the well-connected and whomever best reflects the social/political "values" of modern Ireland. I assume you must meet certain requirements to be given such a thing - otherwise, what's to stop some random schmuck simply saying they're an artist?
In a way, if they had hard-line skill standards for what their artists were, you could say it'd increase the skill level of arts.
This would also likely make for less controversial art - if the government is the one signing your checks, then you probably don't want to poke the beehive.

Overall, I think it's a good thing, but I feel like there must be a better system - like having more open calls for public art, or commissioning more artists for public buildings, etc.

Maybe if the government didn't hate the people. I remember when NY subsidized a show featuring "Holy Virgin Mary" made out of elephant dung and cutouts from pornography. The mayor at the time actually tried to cut funding but the courts stopped him.
