Anime aimed at a younger demographic will be a lot more lax and carefree with the facial expressions just like the classic anime while the shows aimed at 16+ takes itself too seriously. If anything by 1998 you can tell they've ran out of design combinations where every girl started looking the same. Modern anime still has a variety from the sheer volume to watch. The only thing "retro anime" has going for it is the shading--but then again we just had Yusha ni Natta ga...last season that has the same level of shading appreciation as a 90s show.

If something has a different art style it's usually because it's based of an old manga and the mangaka drew it that way. You can't really blame the animators though, companies take calculated risks and people are okay with bland male anime protagonist and colorful pretty anime girl.
