Another contributing factor is that everything below the neck is detailed in a way that isn't consistent with the detail of the head. I'd expect the hair to be less cartoony. It would look less like a child character but more in line with those moe characters like from KyotoAni.Its much more easier for a beginner if you think about1.Head2.Centerline(that determines where the head is facing: front/side profile/at an angle3.Jawand from there determine where you want to place the eyes/nose/etc depending on how you want the character to look, cause the typical anatomical answer for like the eyeline is halfway from the top of the head to the bottom of the chin but you can lower it or bring it up depending on what is more pleasing
