It looks to me that that's actually scratch board.
I assume it's probably white scratch board, with the blacks fully inked in, and then hatches scratched back over.
Quickly looking up the artist, and yes he uses scratch board, so it is safe to assume that's the medium here.

So I guess it's called scratch board hatching?.. if you want a name for it, anyway.

For digital, just fill a black area, and hatch with the eraser tool, or white, to achieve similar results.

I believe Booth was actually imitating scratch board artworks, as he didn't realise such a thing existed and assumed it was all done with pen & ink.

Possibly. It's also possible that he drew/scratched out a single line, and then went back over the line with ink, breaking the line up into 'dots'.
