not sure if its a style but you can already tell the time and usage, therefore you could just title it classic political cartoon style. /co/ has sometimes threads with a whole slew, famously featuring Taft.

It's basically German illustration from the latter half of the 19th century. There are many different styles, so I'd recommend singling out artists you like and going from there. The German Art Nouveau movement, known as Jugendstil, is definitely adjacent to what you're looking for. Here is some artwork from a magazine called 'Jugend'.
