I always take shortcuts.
In school, I crammed instead of trying to learn for long term retention. I have forgotten everything I learned in college.
I lost weight not by counting my calories and exercising but by fasting and eating only raw fruits and vegetables. I ended up gaining the weight back and more. With drawing, I simply never completed anything and "improved" by doodling. I'm /beg/ outside of drawing faces at specific angles. Can someone like me really improve?

Sure, if you do some things with the aim of actually improving. Try doodling some images that are out of your usual wheelhouse, but you admire.
However, if you expect to make any decent art, you'll need to put in effort, even if you are skilled in art. Drawing good images takes time.

the number indicates the amount of feet ive drawn so #1 was the very first foot i drew
not that great but a clearly visible improvement

do some improve after just 20 hours and others take 50 hours?
i find that it takes me roughly 25 hours to make any significant progress and 50 hours before im comfortable drawing something specific

The thing about visual arts is that it's tightly linked to just looking. That means even if you don't draw, you can still get better at drawing, just by looking at things. That's why some people already get to a pro level after just 3 years. They are just better at looking and understanding things.
