What exactly are you supposed to draw in order to improve stylistically once you have fundamentals down I remember noticeable improvements once I understood fundies and then nothing for years afterwards, how do I achieve pic related if I'm stagnating on the left side hard

The question is meaningless because you don't "improve" a style, you streamline it by improving how you apply fundamentals and developing your taste. Artists/Animators can shift style from project to project, how do you think they do that exactly?

There really is a point where some artistic improvement is more of a lateral move in terms of skill, like just fundamentally changing how you draw things as opposed to continuing to brute force fundies improvement and applying them to your current workflow. The reality is that your natural drawing predilictions might not have very strong appeal even in their final form of skill development, to the point that a less skilled artist might find FAR more success, because they happen to draw in a way that people prefer to look at, failed fundies and all. If you continue to improve your fundamentals but find that your art receives no better, or even worse, reception, then you're probably on the "wrong" path, assuming your goal is broader appeal or finding work as a freelance artist, and should just fundamentally shift the way you're drawing things. Find some successful artists that you like, copy their work, and try to draw original pieces how you think they'd draw them, then try taking what you like most from each and apply them all to your original work. Do that enough and you might wind up with a drawing style that has more appeal.
