Why is picking up the pencil again always the hardest part?
Depression. Drawing and painting takes a long time and it's hard to find the patience and willpower for it when nobody gives a shit abut your drawings.

Leave your phone at home, go to a cafe or something, order a coffee, then pull out your sketchbook and pencil (and reference if you need it) and start drawing, and don't leave the table until you've made a decent amount of progress.
