When I try to use references loosely, it always brings me out of the concept. There is something difficult about having to simultaneously copy from ref while also drawing from imagination. I find it easier to just do one or the other.

It's anatomically incorrect, especially because children have big cheeks and the cheek to chin transition is weird, but it could be some weird style choice like many anime have.If you make heads too big, just count the head to body ratio and adjust accordingly. How many heads tall your characters are depends on your style.
