Looks like markers to me. You could get a somewhat similar effect with water colours, since it's also a light to dark medium.
Also, you can see your line work through the watercolours, so it'd help keep that spontaneous sketchy quality.

Max saturation on shadows, desaturated pastel highlights, and saturated complimentary hues on midtones.
If the highlight of a material is saturated, desaturate the shadows instead
Also keep a limited colour palette since this style uses markers. Didn't do it in example but working with a textured opacity brush on a white canvas would be the go, assuming you're looking to mimic the look digitally

Thats just prisma/copic markers plus colored pencils. There's lots of tutorials online and a bunch of people that still make lots of art using markers/pencils.

I just used a random assortment of watercolor brushes that I had downloaded. Some of them have wet effects.
