Because they can afford to pay good developers free programs don't stand much chance if you can't afford to put all your time into developing that program.

Leonardo beats it as a pure drawing program, for me at least. infinite canvas and far more intuitive in terms of UI, hotkeys etc
photoshop is a photo editor that also happens to be useable as a drawing program, but it's not ideal first and foremost for drawing without a fair amount of tweaking. it crashes and bugs out on me all the fucking time too

I tried Krita, CSP and PS and stuck with PS solely because it had the best looking pencil
