You show potential so I recommend drawing more and focusing confident lines especially for big parts, like for example the legs, do them with continous and confient line instead of the line varying so much along the way. It should not be difficult to replicate it once you know the basics, mainly to lower value on the base colors to around 95% to get that late 90s-early 00s flats. You will need to take account of contrast and saturation when selecting shadows, but generally for skin-tones I'll additionally shift slightly red from the base by 5-10%, this is using HSV sliders. Although for tan or much dark skin-tones you'll need to develop different swatches. In animation they really simplified the type of shading they use down to a core few to denote mainly plane changes, but you can apply your own anatomy knowledge to add on top of it in order to give it more visceral details. The way line arts interact with the color is important, use more subtle interior lines and strong silhouette lines give the best results, because you want to allow the contrast of the shading to denote the forms instead of the line interfering with it. sometimes its more important to accent interesting forms on a figure than to have realistic shadings, for example, when a character make a pose that will puts most of her bending torso in shadows, but I'll instead use a straight up shadings so that more stomach folds are visible, although once you get away from the two-color scheme and having occlusion then you have more option available, but that really adds to the amount of time you have to spent on a piece.
