It's totally doable now. The problem is, a lot of people who are drawn to pixel art like that don't actually have the skill to do it. And the ones who do have the skill to do it are either not interested or outright prefer clean non-pixel art stuff.

There are exceptions of course. If you look around online, you can find talented people making cool pixel art stuff. But a lot of it is still not as good as those examples. Some of it is.

I think that after 40 years of VN history the genre exhausted itself, in japan at least. Also, I reckon that Visual Novels are very personal projects. And nowadays new generations don't have that same passion and creative drive from years ago. People today grew up spoiled and groomed into absolute pure consumerism. They got accustomed into thinking that everything has been created already and they just have to choose it from a list of products.
That said, I get what you mean, about having the "better tools to make what was being made 30 years ago". But it will be personal passion projects. I don't think we will have ever again that mythical era build around the art, the mystery and the cool factor of the 80s-90s Japanese cultural movement.

Man if that does not describe the indie scene perfectly. A lot of "indie VNs" on itchio are just totally lacking in passion and soul. Feels like an attempt to fit in with an online subculture rather than a work of passion. Like they don't even really want to do it.

A lot of adoration for pixel art comes from the necessity of aspiring solo wunderkind gamedevs hoping they can "learn everything" to make their "dream game". Pixel art is appealing because it appears very simple.
The practice has been simplified in step with this. Look on itch.io at all the pixel art games that come out, they look putrid. Black (or very dark) single-pixel outlines, overly cartoonish style, and something about the palettes is off too.
The problem to me seems, in the past there were limitations we wanted to push past, but now pixel art is actually a regression.

Are fetish visual novels the way to go? I've seen some do pretty well. I got an idea about one with a guy in a party, with his female party members getting fattened (dwarf barbarian, human rogue, and huge orc witch)

Being geared towards creators and individual illustrations, it makes it hard to conceptualize and explain an entire project though. I'd like a more collaborative environment, not piece by piece requests.
For example something like bulk discounts, or that I'd like to offer an artist 50% of the lifetime sales in exchange for lower initial rates, seems difficult to do on this site. I'll keep it as a possible resource however.

that sounds closer to offering a below market job + revshare
the chances of getting someone skilled are going to be low for that, imo
however most artists do offer bulk discounts if you define a set amount of work upfront, as they save time on finding clients
for commercial work they ask you to contact them, so you can present your plan and see what rates they offer

basically you need to consider the opportunity cost from their point of view
they could work for you or they can work on their own projects or normal-rate commissions
unless you already have traction (a following or a publisher deal), their project has greater chances of success than yours (since you found them, not the other way around)
an alternate route you can take is participating in vn game jams and finding someone to collaborate and build trust first in a low-stakes context
