I think life is just different nowadays than it was back then. Food is easier to come by. Roads already exist. Even rural regions are like a 30 minute drive away from a city with a store. I honestly don't know what the reason is for Canada's lack of development, but I don't think it's because of lack of will. Something else is preventing it. In the USA, those options are just basically dried up. Nobody can just move to the USA and start a farming community like you could many years ago, just contributing however you can is the best anyone can do
