It's a normal thing in all countries experiencing rapid economic growth while still being an essentially "peasant" society in mentality. It's the same in Ireland or South Korea - little attention to aesthetics, general ugliness of average neighborhoods and people being fine with purely material comfort rather than anything that looks pleasantly and coherently outside. Apparently you cannot just jump over this stage, every nation that is quickly advancing from a backward to developed status must go through this. You probably need several generations, already accustomed to living in cities and adopting "urban" mentality, to pass to reach the understanding of aesthetic standards of countries that are "traditionally urban", like Germans or Czechs.
