Because of Urbanization. Fewer and fewer indies live off on small scale farming. Small farm families have lots of babies because it is free workforce. This is the same all around the world. As small scale farms make smaller proportion of workforce, no one has proper economical interest for having babies. And no one really wants babies. Some are gashlighted by parents to have it and soon they realise that kids are actualy just a burden and not much fun. Only a farmer would have more after the firsts since he does it for profit, not as a lifestyle choise.
