I think USSR tried to make it but USSR had no need for landfills because there was no trash in socialism. Also, trash was just burned for heat because heat is rare and scarce in Russia. Peru is like 50 c on a normal day when it's not winter when it's like -40 or -50 c. Peru's topography has big cliffs with shallow rivers at the bottom. The water is all gone or is completely filthy, and is more like oil in many places. Most of Peru's inland river water is flammable and birds die when they touch it. There is no fish. And because of the cliffs, the pollution is trapped and stays inside like a bowl. This also causes extreme heating, which is not helped with the unregulated trash incineration and coal stove heating. There are no more trees because people keep using them for power, since the national power grid usually doesn't work and villages aren't connected so people use generators.
