Because the politicians are crooked morons. There was a perfectly working Latin version based on the Turkish alphabet and they ruined it by inventing some half-ass parody of it. It's sad because Kazak language is really cool and deserves better. I switched to using the Arabic abjad to write it even though nobody I know from there uses it. Not because I like it, but because it's the only alternative that works that isn't polluted with forced Russian borrowings.

Their Cyrillic alphabet has 42 letters which is too cumbersome for a keyboard and some of the letters of Kazakh have very limited font support. Latin's just a better option for them.
