Increasing prices and the ineffectual government not keeping inflation under control. The people who steal the items aren’t consuming the products, they steal them to resell them to anyone who wants to buy (including elderly people who live alone who don’t want to just subsist on bread and porridge).

Where I live it usually is, they’ll steal things like meat and coffee, and then resell them to elderly white men for a quarter of the price in a rough local estate pub.
