Itself quite poor and conservative/slow to change not in any based, pro-social way but in a time-wasting and highly inconvenient way, waning opportunities, and highly discriminatory in personal and professional life. It only works if you're entering it after you've already established yourself and ideally have a job working for someone who isn't Japanese. Unlikely for a refugee.
