It's safe to say Carthage was possibly the wealthiest and most capable of conscripting and levying armies state in the entire ancient world in most of its time outside of Persia, and after Alexander, until Rome began to invade Southern Italy. It's unfortunate we don't have any of their literature surviving anymore.
