I think with that policy many innocent people would become victims but the end justifies the means when people have extreme fear to commit crime. The mind of criminals is that they do not see the current legal punishments to be big enough of a risk vs reward of the crime so they do it anyway. Normal people do not want to be convicted of any crime or be in jail for even a day. Criminals that have a history are in this failed legal system for life and just continue to commit crime regardless of what punishment they receive.

The situation with drugs in Japan is really bizarre. They are extremely paranoid about anything that is a stimulant or similar, but very lax about anything that makes you tired. Even though all drugs that can get you high are extremely heavily monitored and the general opinion of average people about things like weed are that it is extremely dangerous, if you want to get benzo type drugs, the psychiatrist will just give them to you no questions asked. There are even benzos here considered to be 10x stronger than xanax that are fully banned in the US and scheduled as no medicinal value that nobody considered to have a potential for abuse until many years after being released but are still prescribed like candy.
