The USSR had so many useless projects and jobs created solely for employment, even those labor camps existed just to occupy people. It's hellish, why must they insist on wasting people's time with occupation. Just pay people with the essential jobs more than everyone else, tax people for having children when the population becomes unsustainable due to resources, and make life bearable even when there's no more demand for work.
