So Germany achieved neutron propagation on or before 23 June 1942, Fermi did that in the US with the Chicago Pile in December of the same year.

Your graph shows exactly as to why the Type XXI was developed in the first place.
The more conventional submarines worked very well in the beginning of the war, thus stuff like the Type XXI wasn't prioritized.
When the allies came up with more and more effective submarine countermeasures Germany was forced to innovate and did.
The Type XXI was extremely influential in post war submarine design, many navies even adopted not only the design but the actually built Type XXI's themselves.
