Like they look at your tits and then immediately turn away upon making eye contact. I come from a culture where men aggressively pursue women, so this just feels weird to me. Americans are like that because of the vibes at office, dealing with HRs, metoo, social media scare and all that. Were they white collar?
Recently got back from Canada. Have lived in Europe. Women as well are much less likely to look at you in the street in certain places. Here when walking out in the street I get a long glance from one in three women. In Canada, felt like women were specifically ignoring me, or looking away quickly if I caught them staring.

I'm French, but specifically I think that first world countries have a lot of anomie which leads to a certain reticence confront any stranger with a lustful look. Third/Second World countries are just better socialised and the men are less stressed. Example being catcalling -- happens less and less in first world, still going strong here.
