It's an old, local tai animist belief. the buddha literally taught against superstition and idol worship, but those local traditions got blended with buddhism over time, creating the mixed beliefs we see now. there are monks who are against this kind of thing, but the amulet business is just too big and profitable, so a lot of people and monk are cashing in.
