The governments of poor countries always neglect habitation, always, specially in Latam, its insane that they couldn't already be building the grids and the basic infrastructure of the suburbs of the city based on the original layout when the city itself was starting to get full of people.I don't know if it is incompetence, lack of interest, total disregard to their citizens or just being evil motherfucker and letting the people live in favelas because its cheaper than having to build a planned suburb/neighborhood.This is one of the reasons this region is so messed up, it seems that the governments of LATAM are unable to plan, and when they plan they are unable to turn it into reality...
