The name was partly recycled from the 1968 Prague Spring. No idea where "Prague Spring" came from, but I imagine that it might have emerged because it was a period of relative freedom (social liberalization) in Czechoslovakia in the midst of the Cold War.

The name "spring" for liberal political upheaval comes from 1848, the "springtime of nations". Where across Germany, France, Austria, and basically every minor western European country you had organized liberal protests and attempted revolutions. France became a republic again during this time. It's when many of the constitutional monarchies actually gave in became constitutional monarchies.

It's called the "arab spring" because it appeared as widespread and similar as the liberal revolutions of 1848.
