Sweden, like most countries, has a lot of laws that only exist so that they can selectively apply them to people they don't like.
I know a guy from Huddinge who is genuinely right when it comes to this. The legal system oftentimes makes no attempt whatsoever to actually enforce the laws. The laws are just there so that they can punish people they don't like.

For example, GDPR is currently not enforced in Sweden because the politicians and most of the government workers do not like the law (or don't care) and want to continue to sell the private information of Swedish citizens for profit and to please business people they know and profit from in various ways.
