You can either tax the rich or tax the poor

Taxing the poor comes with a few options, you can
Reduce welfare, i.e. medical, education
Tax consumption, i.e. tariffs

Tariffs are a more political convenient option, "these other countries are fucking us, we need to tariff them"

Why doesn't america tariff outsourced labor?
