You're misinterpreting the map
If you look at the second chart I posted itt you will notice the states with the highest share of their population living in slums are indeed the ones in the north and northeast, but that doesn't necessarly corrobates with the amount of dots found in each state. The first map simply shows where the slums are, it does not weight how many are there or how many people live in them, that's what the second one is for

Most northeastern states were below the national average in 2019 of 7.8% (Sergipe, Alagoas, Piauí, Paraíba and Rio Grande do Norte). The states above average are from all over the place with no particular region dominating

This is just how the average 'not upper-class' residential neighborhood in the northeast looks like, despite not being counted as favelas. Meanwhile in the south the favelas/vilas look like this, while the average middle-class neighborhoods are way better.
