You basically have to devote loads of time to it from teenage years or earlier.
That being said, anyone can become good enough to be a really impressive amateur (like an APA 7) with enough practice.
I started playing 2 years ago (I'm 30) and I improved enough that I impress random people at bars

I wish I had a table at home.
I play league Wednesday and Sunday night, the former at a pool hall and the latter at a bar.
I also play for fun at bars on other nights, but I prefer to go to places where people take it seriously (vs frat bros who treat it like ski ball or corn hole)
