It has to get approval and gets written into the records (has to according to the law) at lantmäteriet. If someone do not get approval and build anyway then they have to tear it down. We had a case like that a few months ago.Some people think that the building-approval process in Sweden is slow and stupid, but I think it's ok because you will end up with this stuff if you don't have it.
