My proposal on fixing the birthrate
The state takes and eggs and sperm from geneticly fit individuals and raises a bady artficially. In order for the babys brains to develop normally the state hires people to work full time act as parents to 20 or so children for a few years. Later at about age 6 the children are sent to a full time boarding school also run by the state in which they share a room with 3 of their "siblings".
There they get an education and are ready for the world at 18.
Pros: doesn't require forceing women to be sex slaves, the goverment can regulate their population for example make more babies if there has been a war
Cons: very expensive, not having parents might fuck the children brains for life

don't fix anything just don't import immigrants
it's totally fine to have 80% of your native population retired and in need of medial assistance because of old age
