Then, Venezuela started to help Cuba by sending them heavy oil for their power plants.Now, Venezuelan oil shipments have stopped, and Cuba has a deficit of generation leading to blackouts. Why didn't they just continue with the nuclear power plant plan? Venezuela even has deposits of uranium! The blackouts in Cuba are a very big problem for the economy. It prevents the modernization of the enterprises. This reminds me of Germany getting rid of their nuclear power plants and becoming dependent on Russian gas and coal. Cuba is dependent on foreign oil, but it can't electrify because all of its power plants are fueled by foreign oil...
