I think being bare-minimum-federal is the most based way, imagine having different criminal codes because you crossed an arbitrary line inside your own country? Imagine... our society decided that killing babies in the womb is bad but I crossed an imaginary line and got to an arbitrary administrative division created in the 1900s where people have the same culture as me but for circunstancial political reasons killing babies is now le good. It would be impossible for a state to do it if it wasn't already allowed in the federal constitution.
