They shut everything for years during COVID then opened up to RU/CN tourists back around 2023 or so.They briefly opened to Western tourists again in one tiny city on the RU-CN-KR border but cancelled it after like two weeks.If it ever does open again, you just book through a state-approved tour company like Koryo and follow what you're told. Not difficult and not particularly expensive either, but not as fun as you might imagine.
