If your okay not having a community of arabs I would also look at Uruguay as it's probably the most stable and last I heard had a clear path to citizenship. Only downside is the nature is underwhelming. Otherwise like I said New Zealand has some of the best nature in the world and you woudnt need to learn another language but with a high white population it has and still could be more dangerous.
