But Polish people who let's say have to move to Germany often say they feel like they turned back 20 years in time in terms of online services and such, comparing to what we have in Poland.

But it's not just about Poland, it's the same about 90% of countries in the world. You can also ask why Iranians, Brazilians or Vietnamese make great things in western Europe/America but not in their home countries. Just the world is polarized, few countries have "right" institutions (legal, educational, financial) and most of them don't. Meanwhile the distribution of genius minds across the world is probably more or less equal, so geniuses from all over the world are forced to move to these few western countries so their full potential is unleashed.
