It has that 90s delinquent style humor, Kennel Tokorozawa is mostly funny because apart from it being a dog trying to fuck the main heroine Rin Tin Tin's rambling internal monologues are actually pretty funny. They picked the best comedian Japan had to utilize the fact that anime is cheap as dirt and lingers on the same frame constantly. Too bad it didn't have too long a run. Seems like most of the best stuff in regards to comedy was in the 90s.
