Closer to the west and further from the east and south so the regions were never under Ottomans and there was no active fighting and war in the 90s unlike eastern and southern regions.
North Croatia is also very developed and currently the most industrial region but they have much weaker tourism and the terrain is more homogeneous and boring compared to the coast.
Dalmatia is the opposite, just tourism with nothing else and it sucks to live there now because of the high prices.
West Croatia has the best of both worlds.

Istria is more developed compared to Dalmatia because of HRE and Habsburg rule and no Ottoman presence. Italians were a very small minority in Gorski kotar yet it's the most developed mountainous region in Croatia. Italian rule is completely irrelevant. They just happen to come from the opposite side of the Turks.

Besides Istria and Krk all of those regions survive on tourism now. Istrians are very hard working people. Dalmatians are surprised when they visit Istria and see how the cafes are empty during work hours and the small areas that are good for agriculture are used to their maximum extent while in Dalmatia and the east large areas and fields are left abandoned.
Also after North Croatia, Istria is the most R1a region in Croatia which makes them one of the most Slavic regions in the balkans.

With the information I currently have I'm trying to be objective.
I haven't been to half of my country yet but most parts I haven't been to are always on the news for being poor.
Some people who visited parts of Dalmatia, Dubrovnik and the island say it's very nice. Even Osijek is becoming a great town from what I've heard.
