Fascism is actually democratic in their own definition.
the idea is what would preserve a minarchy the longest, and some think a constitutional monarchy without the monarch sharing powers would do that.
this may be improved by splitting countries into countless city states, fragmenting the power of the monarch thus forcing them to either keep good practices, or see their constituents flee.

Third world countries are only "capitalist" for large corporations, something like 90% of india's economy is informal because the government invents absurd bureocratic requeriments to extract bribes and fines from the people, the same happens in every poor country
