Your English is not a problem, and many people appreciate the preemptive apology, but it's not necessary. A simple "Hello" or "Hi" is a perfectly fine and common way to start a conversation, and you will be understood. Your English is not an issue. The person you are talking to will likely understand you perfectly well. Focus on the conversation. Instead of worrying about your English, focus on the conversation you are having.
