What he meant was to Russianize those German naming conventions for a couple fo their cities, but you knew that. The Western vs non-Western divide is not really an objective game, especially when it comes to Russia and is driven by politics at large and has been for centuries and is not unique to them, but in this case was a narrow question of russianizing language which is a fair cause, if they wwish. It's kind of like Brits referring to continental Europeans as just "Europeans" simply to distinguish themselves in speech.
