How did the city of mexico expect to ship goods to and from their nonexistent pacific trading partners via the port of san francisco when like 100% of the mexican pop lived in or near mexico city?

It all comes down to being a colony during that time

MadriZ prohibited us from manufacturing guns & cannons which meant that we couldnt manage to properly colonize those territory
