US and Vietnam signed Paris Peace Accords in January 1973. US begun to withdrew it's forces, the last combat troops left in March 1973. No Great Power will ever say sorry and apologize for their actions, it means you're weak and can bullied for meaningless gestures. Russia, China, USA and Israel have power and might to backup their words.

The US has been giving the Vietnamese government about a hundred million USD a year for all reparations combined, for shit like agent orange, bomb removal (was in USAID last year even though there are no bombs left lmao), fallen soldier retrieval, among other things. I had to do some very deep research to account for the numbers.
