"Korea getting free money" aside, I feel that the success of South Korea can be attributed to the fact that it the country was an empty, clean slate so you didn't have a landed gentry to stop the central government from its efforts.

Not even Cebu was highly developed. Majority of the country was an agricultural and mining serfdom. Unlike China, Korea, and Japan, the Philippines never industrialized. They have plenty of rubber, yet they never developed a tire industry. They have steel and iron but never developed an automobile industry. They have plenty of natural resources but never utilized it, they sold them off as raw materials. Most Filipinos will blame the Chinese Filipino elites for this, but that's a topic for another time
